Russian President Vladimir Putin has introduced martial law in the partly-occupied regions of Ukraine that Moscow claims to have annexed.

The Kremlin published a decree saying martial law would be introduced from early Thursday in the Donetsk, Lugansk, Kherson and Zaporizhzhia regions. Putin didn’t initially spell out the measures steps that would be taken under martial law in the regions.

Furthermore, the head of the Russian-controlled region of Kherson in southern Ukraine says pro-Kremlin administrative officials are transporting people away from the regional capital to the left bank of the Dnipro River ahead of an expected offensive by Ukrainian forces.

“The entire administration is already moving today,” Moscow-installed regional head Vladimir Saldo, said on Russian state television. Saldo earlier announced the civilians would be transported from four communities near the Dnipro River, citing the risk that Ukrainian shelling could damage a nearby dam.

Some 50,000 to 60,000 people are to be relocated from the Russian-occupied southern region of Kherson, according to Russian state-run news agency TASS.

  • Russians evacuating citizens from annexed regions should set off alarm bells. Ukrainian troops should be hesitant to pursue Russian troops beating a hasty retreat from these regions, as Putin has already brought tactical nukes to positions within striking range.

  • I think Putin has a problem,but to count on getting rid of him easily is reaching,to say the least.He has consolidated his position from the moment he took power 22 years ago. Unless the people who are backing him decide enough is enough, he will use all the means at his disposal to keep that position. I believe he believes that he is the modern Stalin and am surprised that he hasn't changed his name to some manly and fear inducing title, but I also believe that he is a self hating, closet homosexual who has used the security apparatus to get people to believe otherwise. I mean, what about that Medvedev guy who is his deputy, is he still in the picture?.

  • "Martial Law" was ordered by Putin in all the areas Russia has said they have taken and are busing everyone out of those areas. He said Russia expects a counter offensive but I don't believe so. Why does he all of a sudden care about civilians, Russia's or Ukraine's? I think Russia will start to bomb the area heavily or use a tactical nuke. My opinion but I'm probably wrong. Let's hope so…..
